U.S. Homeland Security Investigations, Customs and Border Protection, and the Department of Commerce seized or detained 90 biodiesel shipments valued at more than $2.8 million, suspected of illegal export to Cuba in violation of federal export laws and U.S. sanctions. The shipments included 71 consignments totaling approximately 496,000 gallons at Port Everglades, Florida, and 19 consignments containing about 119,000 gallons at the Port of Houston, Texas.

Investigators suspect the Cuban government used state-owned fuel company ENETEC S.A. to receive the shipments. Federal agencies identified the exports through intelligence and trade-data analysis in early September 2026 and coordinated action to stop the shipments. Authorities say the enforcement effort aims to prevent sanctions evasion, protect U.S. export controls, and restrict access to resources obtained in violation of federal law. The investigation remains ongoing.
