The Department of the Interior has announced two coordinated regulatory proposals aimed at modernizing federal onshore oil and gas policy by streamlining leasing and waste-prevention rules, reducing administrative burdens, and encouraging domestic energy development.
The changes would replace the Biden-era $500,000 statewide bonding requirement with a $25,000 standard, revise leasing procedures to shorten timelines and increase flexibility, and cut compliance costs by an estimated $17 million annually. The proposals also aim to clarify definitions around waste, venting, and flaring, while reducing permitting delays and litigation risk.
Interior Secretary Doug Burgum said the reforms are intended to improve regulatory clarity, attract investment, and support long-term “American Energy Dominance” while maintaining responsible resource management on public lands and federal leases.
