Gov. Kathy Hochul announced that New York leaders have reached a tentative agreement on a $268 billion state budget more than five weeks after the deadline, according to The New York Times. The plan includes expanded child care funding, new restrictions on cooperation with federal immigration enforcement, and a new tax surcharge on multimillion-dollar second homes in New York City.

The budget would also ban ICE agents from wearing masks and restrict searches of homes, schools, hospitals, and churches without a judicial warrant. Revenue from the new “pied-à-terre” tax is expected to raise about $500 million annually to help address the city’s budget deficit.

Other provisions include changes to state climate goals and limits on auto insurance payouts, though several details still need to be finalized before lawmakers vote on the budget bills.
